Using FLTCIP Benefits for Home Care in Orange County

Existing FLTCIP enrollees may use benefits toward eligible care at home once benefit eligibility is established and an approved plan of care is in place. The program describes requirements for formal caregivers and home care agencies, including state licensing and a federal employer identification number. Golden Age Companions is a licensed California Home Care Organization and prepares the itemized invoices reimbursement requires.

What the official FLTCIP material says

Summarized from the official sources listed at the bottom of this page. Requirements vary by policy form — always confirm against your own policy.

    Using your benefits

FLTCIP publishes guidance for enrollees on establishing eligibility for benefits, developing a plan of care, and using covered services. Benefit eligibility generally rests on needing substantial assistance with activities of daily living or having a severe cognitive impairment, as defined by the program, with an expectation that the need will continue.

Formal home care agencies and provider qualification

The program distinguishes formal caregivers — those working through a qualifying agency or as qualified professionals — from informal care. Published requirements for formal providers include appropriate state licensing where the state licenses that provider type, and a federal employer identification number for the agency.

    • California Home Care Organization license: 304700544
    • Federal employer identification number supplied on request
    • Caregivers registered on the California Home Care Aide Registry
    • Written plan of care aligned with the services billed

    Reimbursement

FLTCIP publishes reimbursement guidance describing what documentation must accompany a request for payment. Expect itemized invoices identifying the enrollee, the provider, the dates and hours of service, and the services delivered.

For existing enrollees and their families

This page is written for people who are already enrolled in FLTCIP. Enrollment status and any suspension of new applications are matters for the program to state; check the official site before assuming coverage can be added.

Golden Age Companions is not affiliated with the federal government, the Office of Personnel Management, FLTCIP, or its administrator, and nothing here implies endorsement by any of them.

Direct payment and assignment of benefits

Ask the program whether benefits for your plan can be paid directly to the agency, and what form is required. Where direct payment is available it removes the cash-flow problem families face when they must pay privately and wait for reimbursement.

    Questions to ask FLTCIP

    • What is the daily, weekly, or monthly home care benefit?
    • Is this a reimbursement policy or an indemnity policy?
    • What is the remaining benefit pool?
    • Is there an inflation rider, and how does it apply?
    • What benefit trigger applies to this policy?
    • What is the elimination period?
    • Does the elimination period count calendar days or service days?
    • Does the policy require a licensed home care agency?
    • What provider documentation is required?
    • Are itemized invoices required, and in what format?
    • Is proof of payment required?
    • Is direct provider payment available?
    • Is assignment of benefits permitted?
    • How often must invoices be submitted?
    • How frequently is recertification required?

These questions should be answered by the carrier, its administrator, or a licensed insurance professional — not by a home care agency.
